Moscow's favorite archbishop

REPORTER (1in): While the protest leaders attempt to deny the Russian trace, Moscow is not hiding its strong support for Archbishop Bagrat Galstanyan. Famous Russian media manager Aram Gabrelyanov recently wrote that Russian special services' ranking officials, tasked with Armenia-related activities, are impressed by Galstanyan.
What's noteworthy is that last year the same Aram Gabrelyanov wrote about the need to form a new opposition group led by a clergy member, and he even named Archbishop Bagrat Galstanyan as the candidate.
This casts doubt on the spontaneous nature of Galstanyan's involvement in the protests. Gabrelyanov also mentioned a similar situation in Chechnya and that the "Chechen ethnos was saved by Haji Kadyrov". It appears the KGB has not changed its modus operandi.
The famous Kremlin ideologist Alexander Dugin, a known anti-Armenian, declared that the ongoing protests in Armenia and Georgia are polar opposites. In Georgia the protesters are Western agents, while in Armenia it's the patriots, Dugin said.

video of the Kirants house that falls under the Azeri side of the border

Context in Thursday digest. The coordinates of one house with its barn, one trailer-style shop, and one garage were found to be located on the Azeri side. The owners will receive compensation from the government. The residents of the house will move out by July 24 to allow border guards to be stationed in the area.
The owner says this house was built sometime in 1972-1974 and that during the ongoing clarifications of coordinates, the government informed him that the Soviet records contained an error [leading to him receiving a cadastre certificate in independent Armenia]. This house was targeted and burned down by Azeris during the war in 1990s. The resident purchased it in 2005.
In related news. Kirants farmers will regain access to 25 hectares of land that was used as a buffer zone since 1990s.

MIRZOYAN: This year we celebrate the 75th anniversary of our Organization. The Council of Europe remains one of the most important international organizations in protection of human rights and the rule of law.
As we navigate through challenging times, where the threshold for violation of these basic principles is alarmingly high, it is imperative that we recommit ourselves to the values that have guided this institution.
Unfortunately, that is not the case for all the member states not only in the context of internal democratic institutions but also in their relations with other states. Humanitarian developments have unfolded in the geographic area of the Council of Europe, particularly in South Caucasus.
In September 2023, after 9 months of blockade, the world witnessed the forcible displacement of the indigenous Armenian population of Nagorno-Karabakh as a result of Azerbaijan’s military attack on the region, as documented by the Commissioner for Human Rights after her fact-finding visit in October 2023.
With the help of the international community, the Armenian Government has taken necessary measures to meet the short-term needs of the refugees. Another pressing humanitarian issue remains the issue of the release of all Armenian prisoners of war and civilians illegally detained in Azerbaijan.
Along with this, we should also note the positive developments. In April, Armenia and Azerbaijan finally started the delimitation process based on the 1991 Alma-Ata declaration, which was welcomed by many countries and organizations, including the Secretary General of the Council of Europe.
We believe the Council of Europe should contribute to the democratic security of Europe and uphold the rights of all persons living in its geographical area. //

Belarus leader Lukashenko visited occupied Shushi, prompting criticism from opposition leader Tikhanovskaya

Yesterday his big mouth spilled some beans about the preparatory phase of the 2020 war. On Friday the two dictators traveled to various regions of Karabakh, and Shushi, located in occupied Nagorno-Karabakh. Lukashenko wants to have a piece of the construction pie; he wants to build a village for 420 families. He gifted several tractors to Aliyev and an hourlong fellatio, praising Aliyev as the de facto "leader" of the "entire South Caucasus".
Belarus's opposition leader Svetlana Tikhanovskaya criticized Lukashenko: "Ironically, the Belarus dictator once again undermines Armenia, his ally in the CSTO, and flies to assist Azerbaijan in Karabakh. This illustrates the weakness of Russian 'military alliances' and Lukashenka’s own hypocrisy. The criminal regime only cares for its own survival at all costs."

parliamentary committee greenlights a bill to impose administrative liability for filing an inaccurate tax return

The government suggests that administrative liability be introduced for providing inaccurate data in tax returns, that is, data that is not directly related to calculating taxable income, but is significant for analytics

The bill will oblige taxpayers to provide full and accurate information when filing tax returns and seeks to specify the list of violations subject to inspection by the IRS.
There will be a warning for first-time violators. Failing to provide the correct data within a month will lead to a ֏10,000 ($25) fine and ֏50,000 ($130) for subsequent violations.

the Mayor of Yerevan visited Paris where he met a French architect to discuss architectural proposals for the Cascade that recently went under the city's control after decades of neglect

Avinyan visited the office of Wilmotte & Associés Architectes and met with Jean-Michel Wilmotte.
Wilmotte recently traveled to Yerevan to inspect Cascade and the Noragyugh quarter of the city. He presented two potential projects on how to complete the Cascade. Mayor Avinyan will soon present them to the public.
Wilmotte also presented a project seeking to renovate the Noragyugh quarter, located near the center of Yerevan. The project is aimed at solving some of the city’s decades-long issues.

TIGRAN AVINYAN: The Cascade project will be presented to the public soon. The second program is the reconstruction of Noragyugh. It will essentially become the "new center" of Yerevan. It's a very large project, an entirely new district with elements borrowed from the Tamanyan style. This is going to be one of the most important projects in Yerevan.
WILMOTTE: It's important to finish the construction of Cascade with simple, modest, but at the same time interesting solutions. We propose building a music hall and a gallery inside the facility. I think this will be a wonderful plan for Yerevan. I will be happy to bring my ideas to Yerevan. The city has a circular shape and it's interesting that Noragyugh will also be circular. It will be a modern district and become a symbol of the capital.

EBRD assists Armenia to reduce energy dependence on Russia

EBRD: We are working on the development of renewable energy, which is very important in terms of supporting the green agenda. It is also important in terms of increasing energy security and reducing dependence on third countries. We had seen the risks of extreme dependency in Europe. The issue is being discussed with the government of Armenia and the assistance in this direction will continue.
We plan to invest €500 million in Armenia this year, a historic figure, and we hope to maintain this level of investment in the future. Some €640 million have already been invested in Armenia over the past 5 years, half of which in the private sector. //

Finance Minister Vahe Hovhannisyan provides details about the EBRD forum that was held in Yerevan this year

REPORTER: This was an international-level meeting with over 3,000 delegates and officials from 74 countries. Why was it held in Yerevan this year?
MINISTER: In 2019 PM Pashinyan met the President of EBRD and suggested holding the forum in Yerevan in 2021. EBRD sent a delegation to assess Armenia's potential to see if we are capable of organizing such a large event. It was approved, but COVID delayed it.
REPORTER: Does organizing it in Armenia bring any benefits?
MINISTER: Of course. It's important to hold as many international forums as possile to place Armenia on the map. The quality of the event organization is also important. Many colleagues told us that this was at an "unprecedented" level and they were pleased that Armenia was able to show that it's a great place for investments and that we are moving forward. The forum was split into two parts: meetings by EBRD officials and ministers to draft plans and hold votes, and meetings with the private sector.
REPORTER: Examples of important events...
MINISTER: Tens of panel discussions and meetings. A very good event was held at the TUMO center attended by the EBRD leader; everyone was very impressed by the students. The EBRD elected a president and worked on its strategy for the coming years. Many panel discussions for digitization, green energy, etc. There were discussions about logistics routes. They highlighted that Crossroads of Peace and Armenia must be part of the regional transport routes. There are active talks around the Middle Corridor that connects Europe to China. Armenia found itself as part of these programs.
REPORTER: There were also publications about North-South's Sisian-Kajaran road and the construction of a new logistics center in Syunik.
MINISTER: This year we launched the construction of part of the southern section of North-South. There is going to be a very big tunnel as well. We involved our important partners: EBRD, ADB, EIB, and the French government. Together we are going to build this 60 km section. A loan agreement was signed with EBRD worth €236 million. Similar agreements will be signed with the other partners for other sections. This is part of the Crossroads of Peace as well. Regarding the construction of a new center in Syunik, it will be for customs and logistics. It will serve the entire cargo traffic, faster and more accessible.
REPORTER: But the EBRD president said they plan to invest €500 million this year. So what about the rest of the funds?
MINISTER: The remaining part will be invested in the form of agreements signed with the private sector, not the government. They will cooperate with private banks and the TUMO center. These loans will help Nagorno-Karabakh refugees, SMEs, etc.
REPORTER: So we will have a relatively cheaper loan portfolio?
MINISTER: Usually yes. The international organizations will ensure liquidity for the banks. It will be possible to provide these resources at a cheaper price to private companies. The loans will be insured. In other words, EBRD guarantees to pay the bank if the business doesn't repay the debt to the bank.
REPORTER: Overall, how will this forum's results affect Armenia's economy?
MINISTER: Holding it in Armenia has greatly improved Armenia's reputation as a place for private investments. Many private investors visited Yerevan and saw how well the events were organized; they were presented with various programs. It's an opportunity to attract new investors and increase demand for bonds issued by Armenia. The President of EBRD informed the whole world that they are investing in Armenia and that others should join as well to take advantage of the opportunity. I expect to see new investors within the next 1-2 years.
REPORTER: Archbishop Galstanyan organized protests right next to this forum, "directed" at this forum. Did this help or harm in any way?
MINISTER: When we learned about their plan to hold the protest nearby, the EBRD leadership and various ministers became concerned for safety. There were even talks about not attending the opening ceremony in the opera building. We had to ask the police to provide additional safety measures. I do not understand why they decided to hold the protest simultaneously with this forum.
REPORTER: Were you ever able to figure out why? [here comes Petros, he is about to start...]
MINISTER: No. If they disagree with certain government decisions perhaps interfering with this forum was not the best way to express it. Harming the organization of this forum is the same as harming Armenia. However, the protest played into our hands because the guests noted the democratic nature of Armenia where everyone has the right to express themselves.
REPORTER: The opposition says there were so many police officers brought there, that it amounted to repressions. Maybe the guests thought Armenia is a "police state"?
MINISTER: No. That morning we met the EBRD secretary who was concerned and didn't know what to do. We reassured them that additional safety measures would be implemented. They thanked us, and I'd like to thank our police officers for preventing problems. Even many guests who gathered at the opera backyard had no idea there were protests not far away.

Picked up the AWD Crosscut two years ago. From May 2022 to Oct 22 it worked ok. During the peak of summer mowing it went through batteries a bit faster and slowed down from the heat. Chalked it up to being nearly 100 here with a heat index near 112. By Nov 22 the drive was slipping so the mower would randomly have the self propel go out. Had contacted Ryobi, sent the mower out for service via HD and then HD repairs shut down. Ryobi sent me a new mower Feb 2023. It worked well all summer, heat impacting it again. I am mowing this season in the 80's and the heat is too much for it. Should only use one battery for the front yard, burning through two. Running a third to finish and get it back to the shed and the speed is slowing down. The only thing this mower is consistent on is failing. Thankfully I kept my gas mower and will go back to it. Biggest let down from Ryobi.

It sort of feels like I'm missing some XML setting in libvirt but it could also be my memory and processor settings (Though I don't think so really, It would cause issues on my host when I play on proton)

Hi. I am relatively new to modding so if my questions are dumb i am sorry. So i basically got skyrim the other day to experience the world of this game. I wanted to mod it as well and searched up modding guides for beginners. First couple of videos i watched really confused me. The people on the videos keep saying that your gane is either special edition or anniversary edition. I bought the special edition. To be more specific i bought The Elder Scrolls V: Skyrim special edition released on 28th Oct 2016.(literally the steam title) So most ytbers say that the special editions version is 1.5 blah blah .. but when i checked my game version it says it is 1.6170 or something like that. Most ytbers say that my version of the game is the anniversary edition but i bought the special edition 😵‍💫. So when i download some mods i am really confused on which version to download. I still haven’t even touched the game (only once to see if everything is working)and i dont want to mess up anything. Pls help and thank you for the people who took time to read this whole “rant” of mine.
Edit: so i just wanna add what type of mods i wanna download or what changes i want to bring to my game I just want to overhaul textures, meshes , water and characters. basically just graphically overhaul the game so it looks decent and feels decent.

I tried downloading the unofficial skyrim high res patch but whenever i download it it just says im missing high res packs or sum . Idk if they are asking for the high res packs thats in steam ( which i cannot find and i think is not in steam anymore).

So I have a 5 year old son with ASD, and he is heavily fixated with the rain animation that shows on the iPad weather app. Keep in mind it had to be rain, not "drizzle". He doesn't understand yet the connection between the weather app and the real world. He gets very upset when he can't get it to "rain" in the app, and I have to check the weather map to figure out where it's raining right now and set the app to that place. But it's very cumbersome to keep doing it constantly.
I figured if I could somehow strategically curate a list of cities that when combined it would almost always be raining in at least one of them and I add them to the app, he could easily switch between them without my help.
Any ideas of what cities I could combine to achieve this? Or would it have to be an extremely large list of cities?

A few days ago I posted regarding my son who has autism and wanted to have rain all the time on the weather app on his Ipad. I asked some help on figuring out cities to have so that he always has some rain (and not just drizzle) available, and got some good replies.
I wanted to let you know that since then he has developed an interest in all kinds of weather. He keeps asking me for rain, drizzle, snow, thunderstorm, cloudy, windy, etc. Sometimes he adds the word "moon" before the weather he wants, so that means he wants to see the weather at night. For example: "moon snow", "moon rain", etc. The only exception to this is for clear weather, in which case he says "sunny" for clear daytime weather and "clear" for clear nighttime weather.
Since it's quite unpredictable what weather he will want at any given point, I just keep adding places that match what he is asking at the moment. The most tricky weather patterns so far are:
• Thunderstorm: The precipitation map only shows where precipitation is high or low, so finding thunderstorms can be tricky.
• Specific levels of cloudiness/rain: He sometimes asks me for "partly cloudy" or "mostly cloudy", "heavy rain" or other specific levels of these. It's just trial and error until I find what he wants.
• Drizzle: The precipitation maps aren't very precise, so areas with low precipitation sometimes have "rain", making the "drizzle" difficult to find.
• Snow: As it's currently summer in the northern hemisphere, and the southern hemisphere doesn't have as many snowy areas as the North during winter, I often end up selecting points in the middle of the southern seas with high precipitation to find some snow.
It's fun getting to see the weather patterns all over the world, but it can be tiresome, especially when I'm trying to focus on a task or something and he keeps changing what he wants to see. I just hope that by observing how I do it, he will eventually figure out how to find the weather he wants by himself.

I just thought you would find this cute. His obsession with the weather has now translated from the iPad app to the real world.
Today as we were in the car (and his tablet at home ) he started to tell me: "dad, it's mostly cloudy! Dad, I want the moon snow!" I explained to him as best as I could, with age appropriate words, that we cannot switch the weather in real life like we do in the app (by switching places) and that day and night happen on a regular timeframe that cannot be changed. He didn't get upset so hopefully he understood, but due to his limited communication I can't know for sure.
Right now there's a thunderstorm going on in our town, and he started jumping with excitement on the couch saying: "mom! Dad! There's a thunderstorm!".
Now I cannot wait to see how he reacts when we get the first snow of the year in a few months.
Update 3 Aug 18, 2023 (6 days after 2nd update)
As some of you suggested in a previous post, I got him a multi-band radio that can tune in to the NOAA broadcasts. He didn't seem to care much for it. It seems that his obsession for the weather is more visual than anything. In fact, he just recently told me "I want thunderstorm video" which basically meant that he wanted to see a real thunderstorm on Youtube instead of the animated thunderstorms that the Ipad weather app shows. He seems really interested in "flashy" weather like storms, snow, blizzards, etc, but the monotonous audio of the weather station did not catch his interest.
Now on to his 8yo sister. She also has ASD and limited speech. She likes to copy everything her little brother does, so she started using the weather app too. She is not as invested in it as him (yet) so she doesn't spend as much time on it. But when she does, she always looks for sunny weather. She does not seem to be very interested in storms like her brother. In fact, the other day she was upset because she couldn't remove the "cloudy weather" from her app. Basically she couldn't because that was the current location and it is always there. The only way to "remove" it was to deny the location permission to the weather app. The real-life weather also started to affect her. Since last week, every time it gets cloudy she gets upset and starts telling me: "where is the sun?", "I lost my sun" or "I want the sun". I keep explaining to her that the sun is behind the clouds and that she will see it as soon as the clouds clear.
So while the little boy seems to be obsessed with weather and especially flashy storms, his older sister prefers the tranquility of sunny days.
Update 4 Sept 4, 2023 (17 days after 3rd update)
As the little guy's interest in weather keeps increasing, he started to combine weather words that do not come together in the weather app. He has asked me for "heavy drizzle" (I had to explain that's just rain) or "heavy blizzard" (I had to explain that a blizzard is already heavy snow combined with strong winds). He seemed to take that well, he did not get upset over it.
He started to connect the weather to other things in life. For example: the other day he started to say very excited while in the shower: "look! heavy rain!"
He has also amped up the difficulty on finding the weather he wants. As he is now capable of reading all the weather words, I cannot trick him with weather that looks similar. So for example, is he asks for "fog", I need to find "fog". If I show him "haze" (which is much easier to find since there is quite often haze in Antarctica) instead, he will complain.
In addition, he now doesn't ask just for a weather pattern + sun (meaning day) or weather pattern + moon (meaning night). He started to ask for "pink" (sunset) and "purple" (dusk). So now he asks me for things like "mostly cloudy pink". It is difficult to find that in the Ipad weather app, since sometimes when going eastward to find a place where the sun is setting, it jumps directly from day to night (or from night to day if I'm going westward) and it's difficult to find the in-between. But once I do, I just have to stay within the same approximate longitude to find all the weather patterns he wants (cloudy, clear, mostly cloudy, etc).
I just wish there was a way to tell the Ipad weather app the weather I'm looking for and then get a location that has that combination, instead of doing the reverse and having to go around the world finding what he wants. That would allow him to get everything he wants by himself, instead of relying on me and my very rudimentary knowledge of geography and weather patterns.
Someone suggested in a previous post a kids app that lets him control the weather and show the exact weather he wants, while the app gives in kid-friendly language some explanations about the weather. He loves that app and plays with it quite often, but since the Ipad weather app shows more stuff in more detail and is less "cartoony", he tends to spend more time in the Ipad weather app. Having both is still great, since the other app at least gives me some respite when he decides to use it and it's also fun for him.
But I still need to figure out a more efficient ways of finding certain weather patterns, like "fog" and "blizzard", those two are always quite difficult to find. There are some patterns that haven't come up yet, but at some point he will see them and start asking about: "freezing rain", "sleet", "hail", and others that haven't come up yet because it's still Summer in the Northern hemisphere. Once he sees those, this "game" of getting him the weather he wants is going to become insanely difficult.
Update 5 Sept 23, 2023 (17 days after 4th update)
Yesterday at dusk the little guy got very excited. There were some cirrus clouds in front of the moon, and started shouting: "look mom, dad, moon haze!" and started jumping up and down. He probably thought that it was haze because the cirrus clouds looked similar to what "haze" looks like in the weather app. I was not able to figure out a good way of explaining to him verbally what haze is, so I showed him a Youtube video that explains the difference between haze, fog and mist (and learned it myself in the process). He didn't pay much attention. My only hope is that now that winter is approaching, we will eventually get a couple of foggy days in our area, and then he will understand what fog really is. In the process maybe I will be able to explain haze too, even if its composition is completely different, since it's visually similar.

The OOP described using ultrasound/X-ray films to view a partial solar eclipse. This is not safe and can lead to permanent loss of vision, especially in children. As a huge percentage of the US population have the opportunity to view a partial or total eclipse tomorrow, it's extremely important that you warn people not to use this technique. I'm an astrophysicist and have lots of experience with safely observing the Sun.
Update 6 Oct 21, 2023 (1 month after 5th update)
We traveled out of the country for a few weeks, and we stayed with my mother. I know he took a liking to his grandma. Mind you that he doesn't say "I love you", not even to his mommy and daddy, but he is very caring in other ways. The way he showed love to his grandma is by going specifically to her room, looking out the window and then saying: "Hey look, grandma it's [sunny/cloudy/raining]!"
We also got the chance to see a partial eclipse there. I gave him an old ultrasound (same material as an X ray) so that he could look at it. He got very excited but kept calling it a crescent moon. It took me about 10 minutes to get him to say the word "eclipse", and just as he said it he got bored and wanted to go back inside.
And finally, yesterday (now back home) we were watching the little mermaid live action. He didn't care much about the movie but got very excited by the storm that sank Eric's ship. As the scene where Ariel sings to Eric after saving him began, he got sad and said: "what happened to my storm?"

Update 7 March 26, 2024 (5 months after 6th update)
Update on my autistic 6yo boy who loves weather.
It's been a while since my last update, so here are a few things that have happened since then.
A few months ago, it was his 6th Birthday, and I printed an AI generated image of Mario fighting Bowser in the middle of a thunderstorm on an edible sheet for his cake. The moment he saw it, he didn't seem to care much about Mario, he just kept repeating: "look! a Thunderstorm!", at least until the cake was cut and the pieces eaten.
He now uses the iPad weather App much more independently than before, but still needs help when he wants to find thunderstorms, since those are tricky because the iPad app does not have a lightning layer on the map. I use Windy on my phone to locate places where I am more likely to find Thunderstorms, but it doesn't always match with the iPad weather app, so it's still a trial-and-error process. One thing he likes to do is to find whatever weather we have in our location but at the opposite time of day, so if it's raining at night here, he will try to find a place in the world where it is raining during daytime, and so on with whatever the current condition is.
He also likes to experience the weather in real life, so every time there are strong winds, snow, rain, thunder, fog, or whatever else you could call "interesting", he keeps opening the window to peek outside (we live at ground level, so no risk of falling), which can lead to chilly bursts inside the house when the weather is cold, so regrettably I have to tell him to close the window quickly. He also likes to go outside under these conditions, so he will say "I want to go outside and play in the [snow/fog/rain/mud]!". If he is not sick and is willing to wear the proper attire, I am always willing to let him go for a little bit.
He also started to recognize the weather icon on my Windows laptop, and now when I do Home Office he frequently comes and asks me to click on the icon and find him weather patterns just like in the iPad App. The Windows App does not have the flashy animations that the iPad App has, but it has a lightning layer in the map that the iPad App lacks, so it's much easier to find thunderstorms there. I really don't understand what the Apple people are waiting for to add a lightning layer on their map. If their competition has it, it would make sense for them to have it too.
