JR Pass Info

The nationwide JR Pass is a travel pass that allows train and bus travel for a fixed cost over a certain period of days on Japan Railways (JR) services. For a comprehensive source of information on the pass, check out our wiki page or Japan Guide’s JR Pass page.
The JR Pass can be purchased in one of two ways: * Online at the official site * Online from an authorized retailer (also often called a "third-party seller")
There is no way to be certain if a JR Pass will be valuable for you without knowing your exact itinerary and doing the math out. As of October 1, 2023, the nationwide JR Pass and regional JR Passes have increased in price significantly. IC Card Info (Suica, Pasmo, ICOCA, etc.)

General Information

An IC card is a stored-value card used to pay for transportation in Japan. That means you can load the card with money and use the card to pay for trains, buses, etc by tapping the card at train station gates or fare readers. Even if you have a JR Pass or other travel pass, an IC card is recommended because it can be used across transportation systems operated by many different transit companies, as well as for payment at convenience stores, restaurants, shops, vending machines, and other locations.
For tourism purposes, there are nine major IC cards and all of them are completely interchangeable and usable in each other's regions, so it doesn’t really matter which one you get. Where you start your travels in Japan often dictates what IC card you get, since different IC cards originate in different regions, but then you'll be able to use it during most of your traveling, even if you move to a different region. Physical IC Cards

Currently, sales of regular Suica, named Suica, regular Pasmo, and named Pasmo cards are technically suspended due to a semiconductor shortage (except children's versions and commuter versions). That said, there have been recent reports in early 2024 of people getting regular Suica cards at some stations in Tokyo.
If you are landing in/starting your trip in Tokyo, tourists can still get:
A Welcome Suica or Pasmo Passport acts exactly like a regular IC card, with two exceptions: it is only valid for 28 days, and it cannot be refunded. Please see this thread and its top comment for information.
If you are starting your trip in another region (e.g., Kansai, Kyushu, etc.), sales of their regional IC cards are unaffected by Suica and Pasmo shortages. Please see this page to identify which card you'll get, and it should be available at airports and train stations in those regions.

Digital IC Cards

If you are looking to get a digital IC card, please note that digital Suica, Pasmo, and ICOCA cards can only be used on iPhones, Apple Watches, or Japanese Android phones (this means the phone was purchased in Japan). For instructions on how to get a digital IC card in Apple Wallet, see here. You do not need the Suica or Pasmo apps (which are all in Japanese) in order to get a digital IC card. It can be loaded and used entirely through Apple Wallet.
Please note that not all credit cards work to load a digital IC card. Amex cards seem to have the highest success rate, but Mastercards and Visas can be flaky. Although Visa previously didn't work at all, as of December 2023, loading a digital Suica with some Visa credits cards seems to work, although not all of them. It is not uncommon to not have any of your cards work to load a digital IC card, and if that happens, you might need to stick with a physical IC card.
Keep in mind that digital IC cards cannot be refunded (that requires a Japanese bank account), so you will need to burn down whatever value you’ve loaded onto them before the end of your trip.

IC Card FAQ

I have an old IC card from a previous trip. Can I use it on my upcoming trip?
IC cards are valid for ten years after their last date of use, so if you received the card and/or used the card in/after 2014, it’ll work.
Can more than one person use the same IC card for travel?
No. All travelers who want to use IC cards on transit need to have their own card. Most transit in Japan is distance-based, and the card is “keeping track” of your journey, and it can only keep track of one at a time.
Are there children’s IC cards? How do I get one for my child?
Children under six years old can ride transit for free. If your child is between the ages of six and eleven, you can get a children’s IC card from JR offices by presenting the child’s passport for proof of age. There are also Welcome Suica and Pasmo Passport versions for children. If you are getting IC cards at the airport, they are able to provide children’s cards.
Can I load money onto a physical IC card with a credit card?
No. Physical IC cards can only be loaded with cash, which can be done at ticket machines in train stations, convenience stores, and 7-Eleven ATMs.
I have a physical IC card and I want to transfer it to my phone. If I do that, can I still use the physical card?
No. Once you “move” the physical card to your phone and turn it into a digital card, the physical card becomes invalid. It cannot be used or reactivated.
I’m landing in Tokyo, but then I’m going to Osaka and Kyoto. Do I need a suica in Tokyo and then an ICOCA in Osaka/Kyoto?
No. Once you have one of the major IC cards, it can be used pretty much anywhere. There are some exceptions to this, but they are mostly on individual lines or in specific rural regions. If you are traveling to major tourism cities such as Tokyo, Kyoto, Osaka, Hiroshima, Fukuoka, etc., you are likely fine with whatever IC card you originally received upon arrival.
Should I buy an IC card online before arriving in Japan?
If you want to get an IC card online from a reputable vendor, there’s nothing wrong with that. Some of the authorized JR Pass website (as well as other websites targeted at tourists) will sell them bundled with other purchases. That said, there isn’t really any reason to get your card ahead of time. If you’re landing in Tokyo, the 28-day Welcome Suica or Pasmo Passport is good enough for most tourists. And if you do end up in the country for longer than 28 days, you can simply get an IC card from another region once you’re in one (such as the ICOCA from Kansai).
Help! I tried to load my digital IC card through Apple Wallet and the transaction didn't go through! What do I do?
To start, did you attempt to create it/load it overnight in Japan? The digital system goes down for maintenance from about 1am to 5am JST, so try again during Japan's daytime hours. Beyond that, Visa cards often cannot be used to load digital IC cards. Mastercards sometimes have issues too, depending on the issuing bank. Unfortunately, if you can't find a digital card + credit card combo that works for you, you may not be able to use digital IC cards.

Persona 5 Tactica - 6 months later...
Persona 5 Tactica came out 6 months ago in worldwide and in-spite Sega shilling the game at many conventions the game unfortunately was plagued by a myriad number of issues prior to it's release. Most prominent of which was the reveal of Persona 3 Reload and Metaphor Refantazio, not that I consider either of these games personally to blame as Tactica itself did have it's own issues namely it's $60 release price as having story related DLC at the price of around $20 which I think really soured fans. To some degree I think it also highlighted the entitlement of the player base as well as rather than 3 game announcements being welcomed with open arms, it was P5T that was most picked on for no other reason than being a P5 spin-off.
That said, it's 6 months later Persona 5 Tactica has been discounted numerous times and it's still on GamePass until November so is it a game worth recommending?
For me Personally, yes it is... but not at it's full retail price.
I think as a Persona 5 game, Tactica does a good job in reinforcing the core themes of what Persona 5 is all about and I also think it does a great job of threading a line between Persona 5 Royal and Persona 5 Strikers as well. One thing I really appreciate is the fact unlike the Q games which culminate with a mind erase at the end, Tactica brings more characters into rotation who may yet have a role to play if they're ever expanded upon which if we do get our way overdue crossover is something that'll be much welcome.
When it comes to the Repaint Your Heart DLC though... to put it simply, I actually liked the story and gameplay but in now way to I feel it was justified making it content separate from the main product. I think establishing foreshadowing for the main events of Tactica during P5 is a great idea and I love the fact it doubles down on the motivation behind Kasumi's actions in trying to help Luca and of course I'll never get tired of the banter the Royal trio can come up with.

As someone who prefers all content to be available on 1 physical format I really don't like how this was handled and that goes for the Answer in Reload as well. That said, I adore playing Akechi and Sumire and I suppose that leads me to the gameplay.
Simply put I think Tactica's gameplay is really damn satisfying in no small part due to the way in which it's animated as well as reinforced by a fantastic soundtrack. Something about smacking an enemy off a tall ledge into the smouldering crater they leave behind always feels really good, as does the use of guns which I think you could say are the bane of it's combat system which leads me to my one real complaint. I find it really strange that Persona Affinities serve any role in the game as most enemies don't have weaknesses besides being shot when not behind cover that said I do appreciate the fact each elemental skill does have it's own condition tied to it which does help.
I haven't mentioned Toshiro or Erina because I want to avoid spoilers for those who want to dive in but believe me when I say these characters and what they go through are easily the strongest part of the game and the Phantom Thieves do take something from it as well.
Overall, I think Persona 5 Tactica is a great tie-in to Persona 5 and by extension a good Persona spin-off which I'd consider on par with what Persona 4 Dancing All Night did for P4. Whether or not others will like it I think will depend on whether or not they appreciate Persona 5 as a part of this series. Personally I consider every game in this series important so for me it's an easy recommend but I do think they overshot it with the price tag relative to the content within.

Sharing a hypothetical example (Link HERE) of a liquor store in rural America. Here is the ten year average P&L I was handed in this hypothetical scenario. Curious to get more seasoned folks takes.
Additional context: Current owners don't do lotto, nowhere in the town currently offers lotto. Would be possible to add. Essentially no advertising, owners have been semi retired since covid and only open 20 hours or less a week for the last several years of the ten. Its a question that always bothered me in this almost 20 years of organized stalking. I mean, I know that if someone has the resources, no fetish, vice, personality deviation kinks, or any activity that makes money - legal or illegally - is out of reach... That being said, giving my experience as an example, I am convinced that it is -depending on the intensity and whether you move around a lot or not - at least a three person full time job...
Given that once they "attach" themselves to ones life they never detach - at least voluntarily - and that according to my experience there is always one stalker moving ahead of me "prepping the ground" and the possible recruitment of free cunts on the premises of my arrivals destination (I know this sounds narcissistic as hell, but that is how they operate), that means at least 3 full time wages plus expenses related with the activity not to mention their equipment that its not exactly found on a online shop selling gadget's for wannabe detectives.
Taking into account the above, the economic reality of my country, Portugal, as well as the free reign they have to operate without any restraints or the eventuality of reprisals by the official law, I assume they rank high in the authority structure of the state, and therefore they are financially compensated accordingly, it means that their annual salary is somewhere upwards of 28k euros, witch is a pretty good salary in this country.
Assuming that they work an 8 hour shift and have 2 days off this means a team of 3 person and at least 1 more when I'm moving, because you know though their eavesdropping devices can reach far, they still have to follow you and planting a bug in your car that is able to monitor your bio functions and subvocal speach might be a risk that they don't want to take, specially when they can do it remotely.
So, 3 person plus an occasional part time 1 at 28k euros a year means roughly 98k euros annually just in salary expenses. Once they've been doing this for 19 years I'm going to make an average of 75k a year, so 75k times 19 add to a total of 1.425.000 euros just in salaries, excluding work expenses, overtime, bonus or benefits.
Now, I'm going to keep up assuming that they are using at least 2 long range ultrasonic acoustic projectors capable of forming sound around a person at 4km since 2007 witch is the date that I started to hear them, though very occasionally (by these time they only used it where I was going to be or when I was not around, hence one of the first phases of gangstalking: the street theater). Back then these ones that were able to project and produce sound at a distance of at least 4km would cost around 100k usd each., and were only available to military and state security agencies. The eavesdropping equipment capable of monitor, record, process and correlate the bio signals with the spoken word in real time, and then using those very same bio signals to infer the subvocal speach, I don't have any idea of how much that equipment that I presume is a mix of several sensors ranging from the electromagnetic spectrum (infra and near infra red, x-ray(?) - this one could be considered a life threatening or even lethal energy weapon instead of eavesdropping device - to the traditional sound mics and of course the ideal spy tool we all carry these days - our smartphone. But lets keep the assuming and put a price tag on this very super duper secret piece of equipment that for obvious reasons no authority wants to admit it owns, let alone use it against their own citizens for benefit and profit of a caste that orbits around a state like flies on a piece of shit, of a decent 500k euros. That's already a budget of 2.200.000 euros just for exerting their parasitic rights on a single host. keep in mind that I'm low balling the cost estimates of this "activity". I'm not even accounting for the intellectual property that they stole and distributed with the members of this caste of very privileged and illustrious and of course naturally entitled parasites...

My final Seoul shopping notes (and a few snaps).
tl;dr Great shopping in Yongsan, but if you don't have time to hunt around just head to the 4th floor of the ETLAND building.
==Part 1==
Took the metro to Yongsan and immediately sensed the gritty old-school industrial vibe. So NOT like the lush, green Naksan Park we were in earlier in the morning or the bleeding edge tech of Gangnam.
First stop was 'Video Game Alley' at 2-21 Hangangno 3(sam)-ga. Holy shit, this place was run-down and depressing. From the faded old awning at the front to the dust-covered CRTs scattered throughout, everything about it felt neglected. Once the home for up to 20 independent game, console and accessories vendors, there were just three open when we visited. The rest were either covered in tarpaulins and/or dirt. Most of the arcade was blocked-off and in darkness.
It is definitely worth checking out if you were a retro collector as it doesn't look like some of the prices had changed in decades and stock levels are good and prices pretty fair IMHO - especially on handhelds (eg ₩49,000 for a boxed GBA felt like a steal)
As for Switch, it was mostly used games (with horribly faded spines), junk accessories and used consoles. Prices were average-to-high for what was on offer. I walked away empty-handed.
==Part 2==
gameMOL (1-3 Hangangno 3(sam)-ga) was superb. Spotlessly clean, beautifully laid-out (incl game covers facing out) and stock from floor to ceiling. Switch prices were pretty much standard retail, except for the discounted copy of Guardian Tales which I grabbed at ₩42,000.
The manager (owner?) was very welcoming and super-helpful. He recognised that I couldn't read most of the spines so he told me, game by game, which ones had English support. I felt terrible that there was only one that I needed.
This place is worth a visit.
==Part 3==
My next stop was inside the ETLAND complex (at 74 Cheongpa-ro). On the fourth floor you'll find a dozen independent shops sharing a large space called Game Galleria (게임 갤러리아).
If you visit only one video gaming retail place in Seoul, THIS IS IT.
All of the shop owners were friendly, welcoming and helpful...even when my Korean language skills were utterly appalling. Huge variety of items - both new and used - and there's genuinely something for everybody here.
Although I don't collect retro anymore, GWORLD STORE had my mouth watering. Every system from around the world, even pre-8bit like the Vectrex and Intellivision. So many boxed Sega Saturn consoles, Megadrives, MSX, Famicom, Playstations etc. They were all wrapped in plastic ready for new homes. It was like being in Akiba, Tokyo or Denden Town, Osaka 15+ years ago before foreigners started stripping the shelves.
Heaps of Switch games, consoles and accessories (incl the largest number of brand new Amiibos I've seen under a single roof....at least 150). Pricing is pretty sharp and the shops seemed keen to do deals.
On the same floor as Game Galleria are some other awesome places including an airsoft shop and shooting range; a VR studio; drone flying practice range; and a LEGO builders' garage. So cool.
==Part 4==
I managed to discover the best shop in Game Galelleria last. I just wanted to hug the owner of Shop A-18 'Highland Games' (하이랜드). She was so awesome helping me browse through her mammoth range of Switch stock (including v SteelBooks and CEs) and pointing out titles with English on the card.
The amount of stuff in her store – mostly new, current gen consoles, accessories and games – was mind boggling. I could have spent HOURS in there.
I purchased just one game, the collector's edition of the new ShinChan title "Albino of the Coal Mining Village".
About 15mins after we left the shop and were heading for the elevators back to ground level, she came chasing after me with an armful of posters, promotional giftbags etc. What an absolute legend.

After several years of insanely over-inflated guitar prices and dealers/sellers refusing to budge, it seems things may finally be cooling down. And it seems deals are once again out there to be had.
I've managed to snag a couple really cool Gibsons recently at more than 20% off. These weren't demo or factory-second models either. They were brand new and blemish-free. Hopefully it speaks to a larger trend.
For example, this Les Paul Junior I got from Sweetwater. These things retails for $1,600, but after some light finagaling, I was able to snag it for $1,279.
Then there was this SG Standard 61 I picked up a couple months ago. These things retail for $2,000, but Guitar Center had a window in which trans teal finish models were dropped to $1,600. I saw a few others on this sub were able to snag some of these at that price as well.
All this in addition to Gibson overall knocking a couple hundred off many of the Les Paul Standard models in recent months. There may have been others, too.
All this to say: Is this something you've noticed and experienced as well? Any of you see and/or snag any serious deals and discounts lately?

I wanted to understand what the pricing of msp services is like.
imagine that the company has a revenue objective of 100k per month, knowing that the msp cost is small so that it would be worth hiring instead of having a full-time employee, to reach this value, considering that the company will receive 2500 per month month for each client, she would need to have an average of 20 clients. But with 20 clients you have to have a team, right? After all, you need to retain this customer by providing a good service.
If I need to hire 1 or 2 guys to automate and monitor customers, and I pay on average 10k per month, without considering government employee costs, I will end up overloading these guys. There will come a time when these guys will realize this and realize that they can earn 40k a month working for 4 companies as contractors and don't need to manage 20 more clients.
This account does not close. Help me understand this pricing because I think it's more worth being a cloud adm or devops with more than 1 job than managing an MSP business that pays 2k per month per client.

So I started on 10 mg 7 weeks ago. A week later, I doubled to 20 mg. I stayed on that for 3 weeks. I’ve now been on 40 mg for 2 weeks. I notice nothing except a higher sex drive and a messed up sleep schedule (used to sleep 4-6 hrs on average a night, now I can sleep 10 hrs and still be exhausted). My psychiatrist wants me to continue the 40 mg for another 2 weeks before we consider going up again or talking other meds. Anyone else experience no sign of change 7 weeks in?

I've only been doing this a few weeks. Got into the FFIE craze, I only plopped down 500 shares at .38. I saw it hit moon pretty high but I held and didn't sell. I did take profits and let the rest ride. That was pretty Euphoric. Made a cool $330 with it in the end before paper handing out.
Then BNED. That was cool too.
I haven't struck any more gold. I read too many posts suggesting that gwav is the next big thing so I did. So far I'm losing $100ish dollars. I'm leaving 98 shares in there for the future giggles but I consider that money already gone.
I bought slna at .14 but it quickly dropped down. It's trending up now at .9 so hopefully I can make a few dollars on that venture.
I'm averaging .36 with KULR, currently it's .32.
My worst is Akts, I'm averaging .46, currently it's .21.
Optt I'm averaging .20,. currently it's .18.
I'm learning to paper hand things better so I folded on pegy but I could've made a few extra dollars if I waited. I just had too many losses.
Most were bought at premarket, then it sharply drops throughout the morning so maybe wait at least 30 min after the bell for the profit takers to lower the price?
So the main takeaway is that it is pretty much gambling, I only use my winnings to buy more so I'm not down much money. Please don't YOLO your life savings into this crap. Put whatever you can afford in voo or something and delete your app for a while.

This strategy is inspired by ideas from the book “High Probability ETF Trading: 7 Professional Strategies to Improve Your ETF Trading”, written by Larry Connors and Cesar Alvarez.
In this book, both authors show us the use of the short RSI as an indicator to obtain precise overbought and oversold signals .
Basically, the system gives an entry signal when the value of the 3-period RSI falls below 20 , and gives an exit signal when the same RSI crosses above 60 . We trade on a daily chart and always open/close trades at the next day's open.
As you can see, they are very simple rules. And I love simple systems. In fact, most of the winning systems that I have studied are very simple, made up of 3 conditions at most.
We will choose the Nasdaq index in its ETF version “QQQ” as the asset to operate due to its bullish nature. For this same reason, we will discard short operations.

For this period that I show you of just over 4 months, the system carries out 4 operations (all of them winning).
And the success rate for this mean reversion system is quite high, approaching 70% success . Win 7 out of 10 operations.
The average time per operation is 5 days . For example, the first operation lasts 9 days; During the first 7 days the price continues to fall slightly... but a comeback in the last 2 days manages to close the operation in positive.
Let's also look at the last operation, how the RSI nails the oversold level to enter at the lowest point and come out positive on the third day.

Historical performance

And how has this system worked historically?
Starting from an initial capital of $50,000, and a period of application from the birth of this ETF (at the beginning of 1999) until the day of publication of this article (July 2023), we see that it has achieved a total return of 1114.18 % , that is, about $557,092.13.

Added to the initial 50,000, it gives us a total account of 607,092.13 dollars.
The profitability (green graph) greatly exceeds the "buy & hold" strategy (blue line). We will discuss it in the next section.
We observed a total of 248 operations carried out , 69.76% of them winning . The average profit per operation has been about $2,246.34 and the profit factor , that is, what we earn per dollar lost, is $2.33 .

Comparison with the index

What would have happened if we had bought the ETF in early 1999 (when it was born) and held the position to this day?
With 50 thousand dollars invested we would have obtained a return close to 650% , this in dollars translates into about 325,000 dollars, which added to the initial capital gives us about 375,000 dollars in account. About half of what the strategy gets.
Let's compare returns:
$557,092.13 (strategy) > $325,000 (buy&hold).
We therefore confirm that our strategy based on the RSI indicator beats the ETF.
Weak points
Let's now comment on a couple of negative points.
For the simulation we have not taken into account commissions and slippage . This obviously penalizes the final profitability and it depends on each broker (and their commissions) whether the strategy is worthwhile and can continue to beat the index.
Another negative point is the drawdown, the maximum capital drop that the simulation experiences. It is a point that could be improved, since it is close to 40%. That is, at some point, with this system we lose 40% of our capital , so it is not suitable for people with high risk aversion.
For example, we could add some stop loss mechanism , although sacrificing profit to smooth out the drawdown. Although mean reversion systems do not like the use of stop losses too much. It is a matter of finding the balance between loss of profitability and an acceptable drawdown.

Final Words

With this article I want to emphasize two things.
The first is that, as we have seen, we do not need to complicate our lives with strategies with a thousand indicators, exotic formulas, complex combinations of factors, etc. to obtain good results . We have seen that, simply, with a buy and a sell condition (and a single indicator) we have been able to beat the Nasdaq QQQ ETF since its inception.

Hi, I'm working on an app that generates SQL from text against a data warehouse, and I thought I'd share some benchmarks from various models...
Here's my setup:
App description:
I attached an image of the screen with a question, response and the SQL generated.
I have 13 typical queries that I used to test performance.
  1. what are the sales in dollars by subcategory for 2021?
  2. show the amount spent on the subcategory 'Cameras' for 2021.
  3. show the amount spent in New York state, by city, for April of 2021.
  4. show the amount spent, grouped by age range for 2022.
  5. show the amount spent in the state of Minnesota by year .
  6. list the names of the top 10 customers by sales dollars.
  7. show the amount spent by state for 2021.
  8. list the total sales dollars for the top 5 regions.
  9. list the total sales dollars by brand.
  10. list the total sales dollars for the top 10 cities.
  11. list the brands and qty sold for 2022.
  12. what were the top ten items' names for average profit margin percentage?
  13. what were sales by housing type?
These are not terribly complex queries, although many involve 3-5 joins. I'll probably develop a more sophisticated test suite later, but I needed to start with something. My observation was that all the models needed N-shot examples to get the joins to work well.

* granite-code:34b-instruct (IBM) - did OK, but one easy query it generated errors in the initial sql so that query took 2x longer... skewing the overall average. Had that been error-free, the overall average would have virtually tied it with mixtral:8x7b - this was the only error generated by any of these models
** my app allows easy switching between local and OpenAI/Azure hosted models. So I ran against OpenAI's models using the exact same code base, replacing the Ollama calls with OpenAI calls.

The Columbus Theatre in Providence is closing in June, and arts leaders say more closures will follow unless the state bails the art sector out

ESTERLY, R.I. — Carly Callahan knows what happens when the lights go dark. As a commercial theater producer in New York City in 2020, Callahan saw how the pandemic affected the arts sector, forcing theaters and music venues to shut down. In many cases, the closures lasted more than a year.
In 2022, Callahan left New York to pull The United Theatre, a nonprofit theatre company in Westerly, Rhode Island, out from under the pandemic’s lingering pressures. Streaming services have brought Hollywood to a standstill and subscriptions that helped sustain theater companies are decreasing. Audiences are smaller, interests have changed, and operating costs continue to rise. And creative marketing can only go so far.
Callahan and her team have worked to become more relevant to new and younger audiences. They’ve screened “Barbie” and “Taylor Sift: The Eras Tour” films, targeting specific audiences. They’ve marketed the theater as a venue for rent, and hosted events from ticketed community conversations with local leaders to the inaugural “Soupy Fest,” a major fundraiser to celebrate Westerly as the world capital of soupy (a peppery, dry-cured sausage similar to Soppressata, made in Westerly by people who moved there from Calabria, Italy, around 1900).
Despite these efforts, The United’s revenue is still down 26 percent compared to pre-pandemic levels, while operational expenses have increased by 20 percent. They’re recovering so slowly that Callahan has asked the state for a bailout just to operate sustainably and give them a chance to succeed.
“We’re committed to keeping the lights on. But without support from the state, our organization and our sector is being handicapped,” said Callahan in an interview.
Callahan isn’t the only one seeking help. A coalition of non-profit arts organizations in Rhode Island is calling on the state to use $18 million of the state’s $1.2 billion share of American Rescue Plan Act funding from Congress to help the arts industry recover from the coronavirus pandemic. Introduced by Representative Scott Slater and Senator Jacob Bissaillon, both Providence Democrats, H8098 and S2985 — known as the “Rhode Island Creative Futures Fund” — are modeled after Vermont’s $9 million Creative Futures Fund and Tennessee’s $80 million Nonprofit Arts and Culture Recovery Fund.
If signed into law, the Rhode Island State Council on the Arts would award ARPA dollars to nonprofit arts and cultural organizations that are still experiencing economic hardships due to the pandemic. Educational programs would also benefit: The Steel Yard, which subsidizes programs for students and offers free events and paid apprenticeships, would receive $570,000 — enough to address their $475,000 budget deficit. The Riverzedge Arts Project in Woonsocket, which operates art studios as micro- businesses where underserved and at-risk youths age 14 and 21 earn wages by working with professional artists to complete client commissions, would receive $340,000 to the organization. That’s enough to save 80 to 100 youth jobs, according to financial records shared with the Globe.
But while the bills have been held in committee for further study, the situation for the arts in Rhode Island has gotten worse: The Columbus Theatre in Providence recently announced that it will be closing down in a few weeks.
The demise of the Columbus Theatre “is the canary in the coal mine,” David Beauchesne, the executive director of the Rhode Island Philharmonic Orchestra & School, told the Globe.
The state’s arts industry makes up about 2.5 percent of the state’s workforce — nearly 17,000 jobs — and generates $2.2 billion in annual economic impact, which is about 3.4 percent of Rhode Island’s total GDP. That includes far more than just ticket sales, industry leaders say. Theater-goers have an impact on the communities in which theaters are located.
“Imagine downtown Providence without the Providence Performing Arts Center. Or Westerly without The United,” said Callahan. “Our performances have a significant impact on restaurants, hotels, and other local businesses.”
Speaker K. Joseph Shekarchi poured cold water on the idea of dipping into the state’s ARPA dollars. “There are no more ARPA funds. They’ve been spent,” he told the Globe. Shekarchi said he understood how important the sector was, and said “we’re going to see if we can do something for the arts,” but did not provide more details on where funding could be included in the upcoming budget.
Beauchesne pushed back against the idea that there isn’t any money left to spend on the arts. In April, Governor Dan McKee requested that the state redirect $35 million in federal funds from wind turbine project in East Providence and $20 million in unused APRA funds to cover construction costs for the new Washington Bridge, $1.3 million for businesses hurt by the bridge’s closing, $16.6 million on homeless services, and $24 million to replenish the state’s unemployment insurance trust fund.
Beauchensne says some of that money would allow the arts sector to rebuild and create jobs. “I’d rather invest in employment,” he said. “The money is there, they’re choosing not to allocate it to the arts sector.”
In a statement, McKee spokeswoman Laura Hart said the arts and entertainment sectors are “an integral part of Rhode Island’s successful hospitality and tourism industry.” She said the arts industry has been supported indirectly through a series of ARPA funding initiatives awarded to the hospitality, tourism, and events sector, including $5 million in marketing, $8 million in “Hospitality, Tourism and Event Direct Grants,” and $3 million in placemaking awards.
Earlier this month, Rhode Island Commerce selected 24 projects to receive a total of $2.7 million in general funding from the U.S. Economic Development Administration (not ARPA dollars). Awardees included a few creative organizations, such as more than $63,000 to The United, more than $66,000 to The Wilbury Theatre Group, and more than $45,000 to AS220.
Local arts organizations did receive some grants for new programming from the $1.1 million Rhode Island received as part of the CARES Act. But most of those funds went to expand programming, not to help organizations operate sustainably, Beauchesne said. A local industry survey conducted last year documented slow audience and revenue returns, rising costs due to inflation, and high levels of pandemic-related debt that lead to cuts to programming and staff. Those findings reflect the nationwide trends: A survey conducted in 2023 by the National Endowment for the Arts and the Census Bureau found that 10.3 percent of American adults attended a musical in the last year, down from 16.5 percent in 2017, and 4.5 percent of adults attended a play, down from 9.4 percent from 2017.
On average, organizations in Rhode Island are facing 20 percent program revenue losses versus pre-pandemic earnings, while program expenses have increased by at least 38 percent.
“That’s a pretty grave position for our sector to be in,” Beauchesne said. “If we run out of cash, essentially, then the consequences will be dire.” Financial pressures have already led to cuts locally: WaterFire has opted to host five lightings this year, instead of 10. The Trinity Repertory Company is putting on six fully-staged productions at their downtown Providence home this season, instead of its usual eight. The Gamm Theatre in Warwick has dropped at least one weekly performance, taken out multiple loans, and increased subscription and ticket prices to help offset their expenses, which have been exacerbated by inflation. The theater is still not fully staffed after the pandemic, and those who still work there have not had a cost-of-living adjustment since 2020.
When The Gamm Theatre moved to Warwick in 2019, it filled 85 percent of its seats, had nearly 1,100 subscribers, and had operating costs just above $2.1 million. In 2023, executive director Jason Cabral said The Gamm only filled 58 percent of its capacity, their subscriber list dropped to 775, and operating costs rose to $2.3 million. That’s an improvement from 2022, Cabral said, but “we are still far from fully recovered.”
“We’ve had to beg and borrow to sustain operations, resulting in accumulated deficits and debt on our balance sheet,” said Cabral. “This negative financial picture has impacted funding potential from grant-makers and the confidence level of our banks... Nobody wants to fund a sinking ship.”
Outside of Rhode Island, some venues are already closing down. In 2023, an avalanche of famous small and midsize companies announced they would be closing, including Book-It Repertory Theater in Seattle, the Unexpected Stage Company in Gaithersburg, Maryland, Triad Stage in Greensboro, N.C., and The New Repertory Theatre in Watertown, Mass. Earlier this year, after more than 100 years of showing movies, the historic Highland Theater in Highland Park, Illinois, permanently closed its doors.
Permanent shutdowns of Rhode Island theaters “can’t be our story,” said Cabral. “But it requires support from our state to ensure it isn’t.”
