Law enforcement desk plates

This is a throwaway account obviously, but tl:dr is that my father in law has 2 daughters still living with him, one is 17 and the other is 15. He is an alcoholic and doesn't take proper care of them. We don't have the ability to care for them. What options are available to the girls now that they're quite old?
I'm not sure where to start, so I'm sorry if this is a bit of a ramble. My FIL and their family used to live 6 hours north of us in a shipping container "home" away from big towns and WiFi and what-not. Unfortunately my MIL died at the end of 2020, and FIL was forced to move down to Sydney with his daughters so he could get a job and start sending them to school again. Suffice it to say that he has failed to step up to the plate when it comes to responsible parenting.
He has finally managed to hold down a job for the last few months, but he still struggles with time and money a little. My wife and I don't have the funds to help out very much currently, nor does his eldest daughter and her partner. However, he doesn't make it much easier for himself. He gets the girls, who are both already overweight with no motivation to exercise, take-out almost every night. His rental house is filthy all the time, riddled with mould, smells awful, and the girls do nothing to help around the house, despite neither really going to school. The 17 year old has stopped completely and is sort of doing some short course things, but has an incredible aversion to authority and pretty bad anger issues. The 15 year old doesn't want to keep going to school and has fewer anger issues but similarly has no motivation to do much at all.
I understand that this is a really difficult set of circumstances for any single parent to navigate, but FIL is doing the bare minimum, and sometimes less. He's a bit of a conspiracy theorist, and as touched on above hates WiFi, believes Covid is a conspiracy of some sort, is anti-vax, and doesn't really believe in the education system either. So he knows he should send them to school, but when push comes to shove and the school/courts come knocking, he says it's all bullshit and schools are useless anyway. Obviously this is not conducive to them actually going. He's also an alcoholic, and literally never goes a day without it. He only just got his driver's license back, but I'm worried he will pose it again. He drinks every night, often forgets to feed the girls until it's too late to do anything but order them McDonald's, and is prone to fits of anger and shouting when drunk. He has his mates over every Saturday night for jam sessions where he again often forgets to feed his daughters, and they have told us that they don't feel comfortable with all of them in the house.
He refuses to go to the doctor or dentist for himself, despite having awful teeth from decades of smoking, but worse he also won't take the girls to the dentist for their bad teeth, or the doctor for their various health issues. We have taken them a few times in the past, but often they are themselves convinced they don't need to go. This is another thing I'm concerned about, he's been spouting such harmful nonsense for so long that they believe a lot of it. I am worried they will never truly gain independence, and will not transition well into adulthood at all. I have often toyed with the idea of involving authorities, but I don't really know what that looks like here in Sydney. I would want to do it anonymously, but again I don't know where to start or who to speak to. Would I go straight to CPS? Or is there some service I can get advice/less direct help from? Even my wife agrees that it may be time for intervention, because we have all done all we can but nothing seems to get through to my FIL. We can't teach an old dog new tricks.
Sorry if not all of this makes sense, I just want to know if we have any options available to get the girls help, because they really need it. They cannot stay in that house with him much longer. Thank you for taking the time to read this.

I am starting work putting together a DnD 5e campaign for level 5 adventurers that would go up to level 11. The main hook will be Rogue (not the PC class) alchemists and performance drug dealers in conflict with the guilds of the 6 Nation's Unified Guilds and local law enforcement.
With alchemy being a major theme, I brainstormed a bunch of things for more advanced versions of adventuring gear for the guilds or criminals to sell, or the party to loot off their corpses. Elemental resistance and vulnerabilities will play a part in the homebrew enemies.
I am looking for feedback on
•how much to charge for the items. •Any recommendations on changes to damage or DCs. •wording changes for clarity.

Alchemist's Fire (flask)
This sticky, adhesive fluid ignites when exposed to air. As an action, or replacing an attack as part of the attack action you can throw this flask up to 20 feet, shattering it on impact. Make a ranged Attack against a creature or object, treating the alchemist's fire as an improvised weapon. On a hit, the target takes 1d4 fire damage at the start of each of its turns. A creature can end this damage by using its action to make a DC 10 Dexterity check to extinguish the flames.
War Fire (flask)
This alchemically enhanced adhesive fluid ignites when exposed to air. A vial held in hand may be thrown up to 20 ft. replacing an attack made as part of the attack action on your turn shattering on impact. Make a ranged Attack against a creature or object, treating the alchemist's fire as an improvised weapon. On a hit, the target takes 2d4 fire damage at the start of each of its turns. A creature can end this damage by using its action to make a DC 12 Dexterity check to extinguish the flames. Hit or miss, the liquid ignites a square 15 ft on a side of the ground centered on the target. Creatures who enter an ignited area for the first time on a turn or start their turn there take 2d4 fire damage. A square 5 foot section of ignited area can be extinguished as an action.
Dragons breath (Canister) This volatile concoction is illegal to carry into most cities. Typically stored in a magically reinforced container, militaries and criminal master alchemists are the only source, neither of which are likely to give up their secrets. As an action you can speak the command word and throw the canister up to 30 ft where it shatters in a conflagration. Everyone in a 15 ft radius must make a DC 16 Dex save taking 6d4 fire damage on a failure and are ignited. Objects not worn or carried automatically fail this save. Ignited creatures take 6d4 fire damage at the start of each of their turns. A creature may use an action to attempt to put out the fire on themselves or others with a DC 16 Dexterity Check. Creatures who succeed on their saving throw take half damage and are not ignited.
caltrops As an action, you can spread a single bag of caltrops to cover a 5-foot-square area. Any creature that enters the area must succeed on a DC 15 Dexterity saving throw or stop moving and take 1 piercing damage. Until the creature regains at least 1 hit point, its walking speed is reduced by 10 feet. A creature moving through the area at half speed doesn't need to make the saving throw.
Barbed Caltrops
As with caltrops, but the damage is 1d4 piercing and the caltrops stick to those who fail their saving throw dealing 1 point of piercing damage for every 5 feet of movement spent. The caltrops can be removed as an action and they must be removed before recovering HP in order to regain movement speed.
Footbane caltrop bag
This magic bag contains 20 caltrops. When the command word is spoken, the caltops spring out of the bag to a location within 15 ft of the caster and spread themselves out over a 10-ft square area. They continue to move around that area until another command word is spoken to return them to the bag, an hour passes, or five creatures fail their saving throw against them as they become too spread out to be effective. Any caltrops not returned to the bag within 1 hour become non-magical. The constant movement of the caltrops make them impossible to hide, however, it also means that moving at half speed does not let a creature avoid having to make the save. If caltrops are lost or left behind they can be replaced by filling the bag with 20 non-magical caltrops and leaving them in the bag for 8 hours.
Acid Vial
As an action, or replacing an attack as part of the attack action, you can splash the contents of this vial onto a creature within 5 feet of you or throw the vial up to 20 feet, shattering it on impact. In either case, make a ranged Attack against a creature or object, treating the acid as an improvised weapon. On a hit, the target takes 2d6 acid damage.
Elemental vial As with acid Vial, but dealing fire, frost, poison, lightning, or thunder damage.
Clinging acid As an action, or replacing an attack as part of the attack action, you can splash the contents of this vial onto a creature within 5 feet of you or throw the vial up to 20 feet, shattering it on impact. In either case, make a ranged Attack against a creature or object, treating the acid as an improvised weapon. On a hit, the target takes 3d6 acid damage. At the end of each of the creatures' turns it takes a number of D6s of acid damage one less than the previous instance. (If it took 3d6 last time it takes 2d6 this time.) A creature may take the use an object action to reduce the next instance of this damage on themselves or an ally within 5 ft by 1d6. A creature proficient with alchemy tools may use the tools as part of the use an object action to reduce the next instance of damage damage by 2d6 instead.
Dragon's Bile [Flavor text] As with clinging acid but the starting damage is 5d6, creatures have disadvantage on saving throws to maintain concentration and while taking the ongoing damage, and the action now requires a DC 15 dexterity check to succeed. (alchemy tool proficiency applies)
Holy water
As an action, or replacing an attack as part of the attack action, you can splash the contents of this flask onto a creature within 5 feet of you or throw it up to 20 feet, shattering it on impact. In either case, make a ranged attack against a target creature, treating the holy water as an improvised weapon. If the target is a fiend or undead, it takes 2d6 radiant damage.
Sacred oil As an action you can apply this oil to a melee or ranged weapon. For 1 minute, attacks made with the weapon are considered magical and deal an additional 1d6 radiant damage to fiends or undead. This oil smells abhorrent to fiends. Once opened, and for one hour after it is applied to a weapon, fiends within 100 feet of the open vial or weapon will not suffer the surprised condition.
Tears of the Saints/Blood of the Martyrs [Flavor text] As an action, you speak a command phrase (usually a prayer of censure) and throw the reliquary up to 30 feet away from you. The souls of the wronged cry out for vengeance and each undead (for tears) or Fiend (for blood) within 30 feet of the target location, that can see or hear, takes 2d6 radiant damage and must make a DC 15 Wisdom saving throw. If the creature fails its saving throw, and its CR is 1 or less it is destroyed (undead) or banished to its home plane (fiends). A creature above CR 1 that fails it's save is turned for 1 minute or until it takes any damage.
A turned creature must spend its turns trying to move as far away from the target location as it can, and it can't willingly move to a space within 30 feet of it. The creature also can't take reactions. For its action, it can use only the Dash action or try to escape from an effect that prevents it from moving. If there's nowhere to move, the creature can use the Dodge action.
Healing potion You regain 2d4+2 hit points when you drink this potion. Drinking or administering a potion takes an action.

Salve "There has been a great deal of arguments regarding Salve. Some claim it is merely another means of applying a healing potion, but be wary. Salve is not regulated by the guild, so there are no laws protecting its quality. Use at your own risk." -Archaic Alchemy of the Six Nations, chapter 2
As an action, one dose of Salve can be swallowed or applied to the skin. The creature that receives it gains benefits according to the following list.
Fake Salve: pain is relieved, but receive no actual benefits.
Fowl Salve: gain 2d4+2 temporary HP. At the end of 1 minute take 2d4 poison damage and lose any remaining temporary HP.
Mediocre salve: regain 1 HP and 2d4 temp HP. At the end of 1 minute if any temp HP from this salve remains, lose the temp HP and regain the same amount of HP.
Quality salve: regain 2d4+2 HP.
Exquisite salve: regain 2d8 + 2 hit points, cease to be poisoned, and becured of up to one non-magical disease.
Unidentified salve: can be identified by using it, or by a creature proficient in alchemist's supplies making a successful DC 15 Intelligence (Alchemist's tools) check as part of a short rest. An extradition hearing to bring Greenfield murder suspect Taaniel Herberger-Brown from Albany to Greenfield to stand trial was delayed until June 28, or until New York Gov. Kathy Hochul approves a governor’s warrant to extradite him.
Surrounded by law enforcement officers from the Albany County Sheriff’s Office and his attorney Nicholas Horgan, Herberger-Brown, dressed in a yellow jumpsuit, appeared before Albany County Court Judge William Little Friday morning. At his last court appearance on April 29, Herberger-Brown did not waive his right to an extradition hearing, prompting the Northwestern District Attorney’s Office to submit an application for a governor’s warrant to Governor Maura Healey.
According to First Assistant Northwestern District Attorney Steven Gagne, Healey has signed the warrant and it now awaits Hochul’s review. Gagne said Healey’s office forwarded the paperwork to Hochul’s office earlier this week.
“We anticipate [Herberger-Brown] will likely be back in the commonwealth of Massachusetts before the month of June has passed, so sometime in the next few weeks,” Gagne said.
Herberger-Brown, 42, was arrested on a murder charge at Albany International Airport on April 23 after reports of a foul odor brought police to his former apartment at 92 Chapman St. earlier that day. Upon arrival, Greenfield Police Officer Brent Griffin discovered a decomposing body, later identified as Christopher Hairston, 35, of Pittsfield.
While being investigated by Greenfield Police and Massachusetts State Police, Herberger-Brown allegedly told officers that a man, who he believed to be on drugs, had broken into his apartment and engaged in a physical altercation with him. Toward the end of the altercation, Herberger-Brown told police that the victim’s “heart stopped.”
Herberger-Brown, a Northampton High School Class of 1999 graduate, four-year honor roll student and U.S. Navy veteran, has had several brushes with the law, such as an incident in February 2008, when he was arrested on kidnapping and assault charges in Northampton for allegedly “keeping his girlfriend against her will in a hotel bathroom while holding a broken ceramic dish to her neck,” according to a Daily Hampshire Gazette report.
Between 2018 and 2020, the defendant had been arrested for a number of offenses, including breaking and entering, assault and battery, and disorderly conduct. After facing misdemeanor breaking and entering charges in 2020, he was ordered to take medication and continue his mental health treatment as terms of his probation.
Herberger-Brown also had a reputation in the community as an altruistic member of society. Herberger-Brown was featured in a 2021 Washington Post article for his volunteer work at Stone Soup Cafe in Greenfield. Stone Soup Cafe Executive Director and Chef Kirsten Levitt said Friday that Herberger-Brown was a “respected and cared-for member of [the] community” at the time the article was written. Levitt said Herberger-Brown would volunteer at Stone Soup Cafe almost every week.
In the days following his arrest, Daniela Schunk, who identified herself as Herberger-Brown’s mother, wrote about her son in a Facebook post, noting that he habitually left his door unlocked on Chapman Street. She said it was likely that her son came home to an intruder and acted in self-defense.
“He’s done a lot of volunteer work, in many capacities, has been a leader in Alcoholics Anonymous and has been well-known in his community as a gentle soul who’s always willing to lend a helping hand,” Schunk said. “Unfortunately, against my advice, he has never locked his door of his apartment on 92 Chapman Street, and sometimes even left it wide open.”
Gagne said the DA’s office has been working around the clock to gather evidence in Herberger-Brown’s case.
Horgan, Herberger-Brown’s defense attorney, declined to comment on his client’s case.
“The investigation has remained very active and ongoing,” Gagne said. “The lead investigator and myself have been working on this case pretty much every day since [Herberger-Brown’s arrest]. We’re interviewing additional witnesses and we’re gathering additional evidence. I would say things are proceeding very well.”

In a statement posted to their website, Salem Media Group, Inc. apologized specifically to Mark Andrews, a voter from Georgia falsely depicted illegally voting in “2,000 Mules.”.
The Georgia Bureau of Investigation cleared Andrews of wrongdoing, and found he was legally dropping off ballots for members of his family. Andrews filed a defamation lawsuit against Salem, as well as the team behind the movie: right wing commentator Dinesh D’Souza, and the group True the Vote.
Though “2,000 Mules” has been widely debunked by law enforcement officials and the media, including NPR, the film and book developed a widespread following among supporters of the false claim that the 2020 election was stolen.

This is a throwaway account obviously, but tl:dr is that my father in law has 2 daughters still living with him, one is 17 and the other is 15. He is an alcoholic and doesn't take proper care of them. We don't have the ability to care for them. What options are available to the girls now that they're quite old?
I'm not sure where to start, so I'm sorry if this is a bit of a ramble. My FIL and their family used to live 6 hours north of us in a shipping container "home" away from big towns and WiFi and what-not. Unfortunately my MIL died at the end of 2020, and FIL was forced to move down to Sydney with his daughters so he could get a job and start sending them to school again. Suffice it to say that he has failed to step up to the plate when it comes to responsible parenting.
He has finally managed to hold down a job for the last few months, but he still struggles with time and money a little. My wife and I don't have the funds to help out very much currently, nor does his eldest daughter and her partner. However, he doesn't make it much easier for himself. He gets the girls, who are both already overweight with no motivation to exercise, take-out almost every night. His rental house is filthy all the time, riddled with mould, smells awful, and the girls do nothing to help around the house, despite neither really going to school. The 17 year old has stopped completely and is sort of doing some short course things, but has an incredible aversion to authority and pretty bad anger issues. The 15 year old doesn't want to keep going to school and has fewer anger issues but similarly has no motivation to do much at all.
I understand that this is a really difficult set of circumstances for any single parent to navigate, but FIL is doing the bare minimum, and sometimes less. He's a bit of a conspiracy theorist, and as touched on above hates WiFi, believes Covid is a conspiracy of some sort, is anti-vax, and doesn't really believe in the education system either. So he knows he should send them to school, but when push comes to shove and the school/courts come knocking, he says it's all bullshit and schools are useless anyway. Obviously this is not conducive to them actually going. He's also an alcoholic, and literally never goes a day without it. He only just got his driver's license back, but I'm worried he will pose it again. He drinks every night, often forgets to feed the girls until it's too late to do anything but order them McDonald's, and is prone to fits of anger and shouting when drunk. He has his mates over every Saturday night for jam sessions where he again often forgets to feed his daughters, and they have told us that they don't feel comfortable with all of them in the house.
He refuses to go to the doctor or dentist for himself, despite having awful teeth from decades of smoking, but worse he also won't take the girls to the dentist for their bad teeth, or the doctor for their various health issues. We have taken them a few times in the past, but often they are themselves convinced they don't need to go. This is another thing I'm concerned about, he's been spouting such harmful nonsense for so long that they believe a lot of it. I am worried they will never truly gain independence, and will not transition well into adulthood at all. I have often toyed with the idea of involving authorities, but I don't really know what that looks like here in Sydney. I would want to do it anonymously, but again I don't know where to start or who to speak to. Would I go straight to CPS? Or is there some service I can get advice/less direct help from? Even my wife agrees that it may be time for intervention, because we have all done all we can but nothing seems to get through to my FIL. We can't teach an old dog new tricks.

I'm interested in creating a local union focused on hospitality workers. I live in a tourist town and a primary part of our economy is tourism that occurs during a very limited window of time in the summer months. This creates a huge demand for seasonal workers, but we live in a very rural county with a low population and we are not located on the path to anywhere. Basically if you aren't coming here for the tourist season, you aren't coming here at all. This leads to a lot of exploited workers, people who are often part of federally protected classes but still vulnerable to predatory employer practices. The season is short, as little as 13 weeks, and even at $20 hour that only comes out to $10,000 a year. That's not enough when rent here is $1,500-$2,000 a month. So the only people who can take these jobs are vulnerable employees; Highschool and College kids on summer break, disabled workers who receive disability payments and need a few more thousand dollars a year to survive, J-1 visa are also common employees here, they're students on break from university in their country and they come here for work. While it may be good money back home, they're still being exploited while they're here.
This over reliance on tourism also leads to a mindset that it needs to be protected, sometimes at an unreasonable cost. This manifests itself as insufficient government oversight and enforcement of safety and health codes. There's only a handful of people in the whole county that enforce codes, and there's thousands of businesses. The county cannot even fill empty positions in it's government services, close to half the positions that are required for a functional government remain unfilled, and the yearly turnover rate for the positions that do hire is about 125%. Ultimately what this leads to is public officials who are susceptible to bribes, and a big issue that I want to fight against.
Specifically, I want to target one employer and use his labor violations as reasons to persuade his employees to join the union. I was previously employed there and was fired for multiple reasons that can be summed up as me complaining about unsafe/illegal workplace practices and reporting them. I reported these violations to multiple local and state agencies who refuse to enforce labor laws or safety codes. Ultimately i made a complaint with the NLRB who brought a charge against my employer for violating me and my coworkers right for concerted workplace activity. So i have the support of the federal government already.
I intend on setting up an information booth about this union on public property near the business. I spoke with local government officials and police about this, and nobody there knows if I need a permit to do it. I told them I will be excercising my federal rights, and a lot of it will be protesting local government corruption, so I believe they cannot legally stop me, and I told them as much. The targeted business operates an underground kitchen that has not been approved or passed any application process. Basically they opened a restaurant 30 years ago, and then 10-15 year ago decided to expand into the basement. But the basement does not and never will meet codes, it's a colonial era building. So they openly bribe the inspector to allow them to operate.
My goal is to entice these employees to form/join a union and use their collective power to walkout until these safety issues are repaired. I've already complained to the officials who are tasked with enforcement and they won't do their job. I've talked to county code enforcement, State labor board, State Fire code enforcement, and my local representative in the state legislature. None of them will help or do their job. I have made complaints to OSHA and the NLRB, both agencies responded and subsequently enforced my workplace rights. But federal rights are limited and I need State and County enforcement. And until they step up and do their job I believe an employee union threatening to walkout in the middle of the limited tourist season is the only way to force the employer to follow the law.

I've watched a bike get stolen from in front of the old Capitol Deli in seconds, too. I remember a kcra report about Dad's Sandwiches 🥪 on S Street near 13th talk about rampant car break-ins in the area too. I talked to a food business owner who chose not to open at DOCO because of the crime, unhoused, and the utter reliance on state workers to keep their business open; they chose to open in Oak Park instead. I remember the smell and viewing of urine and feces. I remember people screaming at invisible terrors whom I'd have to avoid outside my state work building on K Street. I've stepped over used needles on a sidewalk near tents in the parking strip. I remember that there's no safe place to sit outside and get fresh air if you are on K Street (oh, my bad it's "The Kay" now, isn't it?).
Fix your shit city, mayor. And Governor. Take care of the unhoused (find them a safe place for housing and give them services such as toilets, showers, and mental health) and increase law enforcement presence to reduce crime before you force people to rto.

So I've read that a patient cannot base a lawsuit solely on a HIPPA violation. But that a patient can pursue damages based on a violation of state law.
A few weeks ago my girlfriend had an emergency that we did not want her family (that we live with, to know about). It was her first hospital trip over the age of 18 (she's 19 at the time of this situation). And at the front desk of the hospital we had all of her family members taken off of the information. When the registration woman came into the room we confirmed they had been taken off of her charted information and I was made to be her emergency contact. We also were guaranteed that there would be no physical billing sent to the house. And that it would all be electronic, sent to my girlfriends personal email that no one but her has access too.
We were able to come up with a story as to why we had to go to the hospital. And thought we were in the clear.
Fast forward a few weeks and my girlfriend calls me at work and tells me that both her mother and her grandmother interrogated her while trying to leave the house for her shift at work. Because they both recieved emails from the hospital about her visit.
It caused so much unnecessary drama and tension in the house. They are already extremely emotionally abusive to her when I'm not around. And this has caused so much stress onto our living situation because of it. To the point where threats of being kicked out were being thrown around.
