 | Similar to Kanon, I don't remember the exact impetus for this character's creation, but I do remember it's because I came across a conversation somewhere mentioning that we don't have a Tall Female Dendro character yet (specifically, I remember the person I saw talking about it phrasing it as "no Dendro Mommy", which ended up becoming this character's working name before I came up with a proper one). Anyway, I set out to create a character who hit both aspects and gave us something we don't have yet: a 4* dedicated off-field Dendro sub-DPS. Visually, her Normal Attack string has a lot of broad, sweeping movements like you might see in a rope dart performance, which was the direct inspiration. Her charged attack, however, is more like cracking a whip.Elemental Skill - Starflower Bloom Eirlys leaps forward to strike the ground, causing a twisted, barbed vine to spear forward, dealing Dendro DMG. Stars with 2 charges. Gameplay Notes
Visually, this resembles Verina's Heavy Attack: Starflower Blooms from Wuthering Waves; in fact, most of the names in Eirlys' kit were inspired by Verina, who somehow manages to feel more like a nature character than most Dendro ones here in Genshin despite being from the Spectro (Light) element. Mechanically, it was inspired by Xingqiu, but with a second charge built in.Elemental Burst - Broken Crown of Cultivation Eirlys weaves into being a tri-segmented halo of braided thorns that float behind her for the duration. When your active character performs a Normal Attack, a thorn from one segment will fly forth to become an Arboreal Barb, striking the opponent and dealing Dendro DMG. Gameplay Notes
When Starflower Bloom or Arboreal Barbs from Broken Crown of Cultivation hit opponents, Eirlys will regenerate HP for all party members equal to 25% of her Elemental Mastery.
Each point of Elemental Mastery Eirlys possesses will grant 0.1% Bonus DMG to Starflower Bloom and Arboreal Barbs from Broken Crown of Cultivation.
Gains 25% more rewards when dispatched on a Mondstadt Expedition for 20 hours.
When Arboreal Barbs hit opponents, Broken Crown of Cultivation's CD will be decreased by 1s. This CD reduction can only happen once every 2.5s.
The Arboreal Barbs from Broken Crown of Cultivation will blossom when they hit an opponent, spreading to up to 2 nearby opponents.
Broken Crown of Cultivation Level +34th Constellation - Blossoming Vines Starflower Bloom gains 1 additional charge.
Starflower Bloom Level +36th Constellation - Creeping Beneath the Skin During the duration of Broken Crown of Cultivation, the Dendro RES of surrounding opponents is decreased by 15%.
Additionally, she would become Nilou's best friend. Add Kokomi to the team and you wouldn't really need a healer or shielder most of the time. Design-wise, I am very happy with what I managed at Picrew, as she doesn't follow the Element Color Coding Genshin seems to enforce so strictly (seriously, the main complaint I've seen about Emilie is that she's a Dendro character primarily dressed in green again). Nothing about Eirlys screams "Dendro", which was the point. |

Hi everyone. So first off, I'm a philosopher and a mystic, as well as a skeptic who prizes rationality above all else. So I've always been in a rather unique position, being too esoteric/mystical to really fit into the scientific community, but also far too skeptical to fit into the typical occult/esoteric groups. I'm most certainly an odd one.
I'm 26 years old. To elaborate on my experience, and how I found myself facing "enlightenment", I'll give a brief background on my upbringing, as it was extremely atypical.
I grew up in a deeply religious family. My Mother had seemingly dealt with bipolar episodes which manifested via religious zeal. She'd take the unfortunate into our home quite frequently, so I had massive exposure to suffering that people faced from early adolescence. My upbringing until this point was rather privileged, so encountering these worlds people lived in where they frequently suffered and faced drug addiction, well it got me thinking quite deeply about the circumstances we find ourselves in and how we're shaped. It created some rather fertile grounds for extreme levels of compassion. I'm the image of the nerd who does everything right and has a successful future waiting for him. My best friends had been drug addicts (Sadly, many of them are no longer around). So I've walked this line between these worlds people live in, and I've seen massive amounts of suffering. This led me to quite the introspective path.
When I was 14, I had found myself no longer believing in my faith. So I abandoned it. Up until 16, I focused on scientific and atheistic perspectives. Eventually I grew frustrated with the meaningless existence that's implied by the scientific perspective. I desired purpose. But when I searched through all the religions, I found nothing but hypocrisy and absurdity. I needed to know the truth, but I refused to accept someone else's word for it. I needed to know it myself.
First, I began seeking via practical buddhism. Strangely enough, it took very little effort/practice to create states of jhana for myself. Mediation alone was pretty great, but it didn't provide me answers I was seeking. Eventually I disregarded the Jhana. I wanted answers, not pleasure.
So I found myself studying mysticism. I quickly realized that many of our religions may have started in truth, but truth was hard to verbalize in a straightforward manner, so they relied on stories. I realized the people of old weren't literal/factual thinkers like we are, and I began to speculate that the reliance we grown towards rationality and linguistic thinking had essentially bottlenecked our ability to understand. So I spent years attempting to learn how the mystics of old thought, while simultaneously adhering strongly to scientific knowledge and reason. I found myself with a desire to find the answers through whatever means I had to find them. I assured myself that if an answer were true, it would line up with scientific understanding and ultimately be testable.
The mystery of consciousness was my driving motivator, above all else. I didn't believe there's any beings in the sky. I don't care for an explanation of why the earth existed. I just wanted to know how we were possible. It's entirely feasible with our scientific understanding that we could evolve as we have, and behave as we do. In such a scenario though, we're just biological robots. Cause and effect. Even our inner voice can be observed to strongly relate to our vocal cords, speaking to ourselves is just simulating speech with speaking from a neurological perspective.
But how can we be aware? How can any of that be possible? Electromagnetism may easily explain computational and emergent systems, but the nature of awareness, that's most certainly not electromagnetism. It's as though by being aware, we spin up a mini universe to mirror the physical universe.
Science could explain everything from our origins to our behavior, yet it lacks any of the pieces needed to explain our experience. Whatever allows us to experience this life, it appeared to me that this "force" must be something far opposed to the scientific forces we're know of. But I believe in science, and I believe there must be a scientific explanation. I desired strongly to unite science with spirituality, so I spent a decade of persistent thought experiments and seeking to figure this out.
Then, the answer I had sought had became apparent in recent months. I tore apart my mind until I could find this "force". I suspected that the force which enabled awareness must be a fundamental force, it made 0 logical sense that such an absurd phenomena could arise from electromagnetism alone. I realized though reading neurological research that my inner voice was really just my vocal cords, my mind hallucinating them activating when I speak. I assumed that other methods of imagination were likely similar, occurring in the brain and were fundamentally illusive. I suspected that this force most certainly plays other roles in the universe, I just had to figure out what force it was in order to draw the right correlations between the mind and scientific observation.
When I finally tore my mind apart, I was left with just awareness, and I realized the force that enables our experience. That force is time. We aren't anything, besides a moment which is constantly perpetuated. I realized our awareness lies in this strange chasm between the physical universe and time, as though we are each individual strings of time. I realized that time was the fundamental force, and it led me to an understanding of the origins of everything, akin to the holographic principle, but with time as the fundamental dimensions which all else originates from.
I realized how the brain functions. It's much like a neural network (obviously the structure of the brain inspired our design of neural networks), but there's an intriguing factor I had realized that would take place in the "training data" of our minds.
Neurons are activated with a combination of chemical and electrical signals. When our neurons are activated, they emit electromagnetic fields. Ultimately, these electromagnetic fields resemble our brain state. When neurons are activated, they transmit ions. These ions are incredibly small and likely affected by quantum physics. Now, I'm not proposing some strange quantum tunneling phenomena like existing quantum consciousness theories pitch. I'm just pitching a change in circumstances of the Brain.
As our neurons our activated, the electromagnetic field inevitably exhibits patterns that reflect our current brain state. Here's the caveat though, each change in the electromagnetic fields would inevitably affect the results of future quantum interactions in the brain by changing circumstance and probability. The electromagnetic activity of the brain is constantly carving out the next moment in our mind, by shaping probabilities within it.
This isn't speculation, electromagnetic fields will inevitably have some effect on quantum phenomena. So this "interference" our brain faces from its previous moments is a persistent factor in our brains training data, our brains must accomadate for this "interference" from the previous moment to remain functional. So what does the brain do? It gives this interference a purpose, turning it into the thread that ties our moments together.
The changes in probabilities reflect the patterns of the electromagnetic field, so the brain works to integrate this into its experience so that it can function and survive. We aren't necessarily our brains, we're the moments between the brains activity and it's effect on it's own behavior. Tiny quantum phenemena that would typically average out into determinism via other systems, is instead persisted via this electromagnetic loop of the brain.
I've also extended my theory into an explanation of how time can bring all the other forces into existence.. But that's for another time, as this post is already quite long.
Here I am, after a decade of seeking, I seemed to have carved out a modern and potentially scientific/testable route to "enlightenment". I see the nature of the mind now, from a rather rational and scientific perspective as well as a mystical one. My inner voice isn't much different than any other bodily sensation, it's all just one experience, we just form divisions between our inner worlds (and the outer worlds), in an attempt to maintain sanity and ensure we don't chop our own fingers off by forgetting they are our fingers. I'm just a moment in time. The mind is extremely clear to me now.
But this proposition is quite grandiose, and while I feel obligated to share it (Humanity could use a spiritual approach that walks hand in hand with science), I'm not quite sure how to. Trying to share "enlightenment" typically leads to starting cults, and enlightenment also brings quite a bit of myth with it, as people think it's some sort of evolution into something more than human. But seeing it now, it's more like a "How was this not obvious?" feeling than it is a "Messiah" complex.
So what do I do now? I feel as though I am obligated to share what I've learned, I believe it could be the foundation for a truly scientific spirituality, and a truly spiritual science. But at the same time, I feel like I must be rather arrogant. I found a new path, one that may complement science and help us reach a new stage of evolution. But reading the sentence I just wrote? I must be quite arrogant and potentially even insane lol. I feel insane, yet this truth still feels more true than even the fact that I breath air.

Honestly it's pretty sad, isn't it?
I'm someone who's very concerned about how much the world is unfair and changing it for the better. Racism, sexism, homophobia, climate change, global inequality and poverty. I genuinely want to make the world a better place.
I've learned about all the injustices online when hanging out on YouTube reddit on Instagram. Like I watched breadtube videos for example.
In the past I was interested in joining an anarchist activist group. One that would try to actively do something to fight against injustices. Since it seemed like the vast majority of the population didn't care. While they not only cared but even proposed radical solutions to make the world better.
But how are they in reality right now? A lot of them have extreme anti Israeli and antisemitic groups.
And ironically it's me consuming this activist content about wanting to really fight back against injustices, to not tolerate it and to not take it as granted, that lead me in learning about antisemitism and wanting to fight it in similar ways, including in activist communities themselves.
And yet I've seen that not only do these activist groups not care about antisemitism at all, they're themselves pretty antisemitic. And I don't think my distant Jewish family would really be proud of me hanging out with these people.
And the truth is that nowadays I spend much more time with young people who love to party and to have fun and don't care about activism. They simply don't care about whatever's happening, it's too stressful and they think like they can't do anything about it. While they may say a lot of antisemitic jokes, as well as racist jokes in general, I still feel much safer amongst them than amongst many activist groups. They're much less to think that my Israeli family actually deserves to die because of their nationality.
And honestly I have no issue with this group, they're pretty nice. But hanging out only in this group and not in an activist group (except online) makes me feel like maybe all this activism is useless and I should enjoy life at this point. Because these groups, who are mainly apolitical, that's what they mostly believe.
And even though joining an activist group for example wanting to fight against climate change could change that and make me end up with others that would also share my goals and ambitions, currently they definitely don't share my goals and ambitions about fighting antisemitism, quite the opposite really.
It kinda seems to be a trend in general in France too. In the past there used to be a lot of militant Jews in activist left-wing groups, like anti fascists. But now what? Most Jews went into two paths. Either denying your Jewish heritage and straight up assimilating into French society (and maybe only using your Jewish ancestry to say "as a Jew I don't see this left-wing group as being antisemitic), or to become mainly a religious Jew and hang out mainly with other Jews. The secular French Jewry, still being proudly Jewish and maintaining Jewish traditions all while interacting with the mainstream French society, including activism, seemed to have completely fallen out of fashion. It's honestly really depressing too.
I wonder whether it's also the case for others. What do you think? Do you feel like you have to choose between being an active activist in these groups or being an active Jew?

Our peaceful existence is disrupted daily, not just by the transient sounds of city life but by noise levels that pose a serious health hazard, significantly undermining our quality of life.
This is not mere speculation; our claims are grounded in evidence collected meticulously over the past six months using the NIOSH Sound Level Meter app. The data is alarmingāwhen the 7, N, and W trains navigate curves (notably the infamous turn at the Silvercup Studios sign) and come to a stop at Queensboro Plaza, sound levels soar well into the 100-decibel range, far exceeding the 85-decibel limit recommended by the CDC for prolonged exposure. This level of noise, especially during peak hours, is not only disturbing but also dangerous, posing a significant threat to our hearing health and overall well-being.

I think this was an important step in ensuring we donāt see encampments return to our parks while offering the services people desperately need. Further, I would not support another attempt at expanding encampments city-wide.
We also need to continue to support the development of affordable housing across the City so that those who are experiencing homelessness can find permanent housing. We need to take a hard look at how we can utilize the Jill C. Duson Housing Trust Fund to assist in this type of development.
Finally, I am in favor of developing a license for private operators of shelters so that the city can hold them accountable when they are not acting as good neighbors.
~Jake Viola, At-Large:~ Imagine a future where you feel safe walking any street. A future where our children play carefree in clean, grassy parks. A future where city programs effectively transition our unhoused residents to self-sufficiency. As your councilor, this is the future I will work to create. To address homelessness, we need competent leadership, practical ideas, and outcome-driven investment. My pledge: I will never ask Portland residents to tolerate encampments. They are neither safe nor humane. We must enforce our laws and curb violence and drug use. We cannot accept public spaces littered with needles and trash. As your councilor, I will show empathy toward all Portland residents. We all deserve to feel safe in our city. We all deserve city leaders who listen to us. We all deserve councilors who respect us.

In my view, addressing āresponsesā requires some table-setting about the nature of the problem. I say that because my many conversations across the City so far this year have revealed a few things: (1) there is no consensus on root causes, and (2) there is no consensus on what our ~goal~ should be. In other words, homelessness has a multitude of causes, and no one Iāve talked to can clearly define what āsuccessā looks like. This is important in answering your question because the responses would be different if the goal is to āendā homelessness vs. manage the problems better vs. simply continue what we are doing vs. something else.
Given these observations, I am attracted to the aspiration of āendingā homelessness ā but thinking about my specific role as a Councilor for at least the next three years, I have to approach it more realistically. For as long as there have been advanced societies around the world there has also been extreme poverty and homelessness. To the extent there is a āsolution,ā it must emerge from the wider society and involves weighty questions about the adequacy of human compassion or the fundamental nature of capitalism. Portland canāt do this on its own.
So, what ~can~ we do? If we look at a time horizon of the next few years, itās clear to me that the Housing First approach offers the most promise and is something the City can help accelerate. Providing a place to live gives people the space they need to also address their other issues ā especially when the housing is associated with other services. Portland has made a good start in this area, and I would be in favor of getting more aggressive with this approach.
Of course, you canāt build housing over a few days or weeks, so we have to respond to the issues in the immediate-term, as well. I fully respect the hard work that so many people are doing right now ā from City staff, to social service providers, to law enforcement, to neighborhood advocates. We are showing that we are a compassionate City. That said, we still need to do better and we should set high expectations. There is no doubt that it can feel like we are endlessly playing whack-a-mole without any prospect of change. So, here are the concrete things I would support and promote:
~Todd Morse, 1~~st~ ~District:~ The most important thing we need to respond to the issue of homelessness is more housing. Housing has become so unaffordable that even people who work full-time need support just to meet their basic housing needs. This is unsustainable and our supportive services are overwhelmed. Supporting more housing by updating our zoning code to allow for more middle-density options and investing public funds in the construction of new mixed-income housing will ease this burden on people of all income levels and expand the pool of resources we have to help those who need more than just a place to live. This will take time but it is what we need to address the problem sustainably in the long term.
In the short term, we need to manage our response as efficiently as possible. This is more about getting the details right than it is about making grand plans. We must ensure that we have as many resources as possible through grants and state-level advocacy. Those resources must be allocated as effectively as possible based on measurable outcomes. We also need to ensure our public spaces remain safe and pleasant for everyone to enjoy and work with people experiencing homelessness to ensure that our solutions truly address their needs.

I would help pay for medical addiction treatment, detox and rehabilitation by voting to appropriate for those purposes Opioid Lawsuit settlement funding now streaming into the city's accounts. I would ask that the Police Department increase its enforcement of drug crimes like Unlawful Possession of Methamphetamine and Fentanyl while simultaneously cooperating with and continuing to support nonprofits that shelter homeless individuals in transitional and permanent housing. I would support every possible tactic to increase affordable housing. And I would seek increased annual budgetary support from the State of Maine to care for this population, which hails from around the state and the country. I support the continued enforcement of no camping on public property.

- ~Prevention & diversion~: The best way to solve homelessness is to prevent it. Support Portlandās Prevention and Diversion team to identify and assist those at risk of becoming homeless.
- ~Treatment & shelter~: Treat unhoused individuals who are experiencing mental health issues and/or substance use disorder. Build on the success of the Homeless Services Center (HSC) in reducing overdose deaths.
- ~Data-driven intervention & insights~: Coordinate city services through data sharing among departments. Eliminate bureaucratic silos. Understand an unhoused personās touchpoints with the city. Identify themes in the data to more efficiently administer programs, reach those in need, and permanently transition residents to stable housing.
- ~Eliminate what doesnāt work & optimize what does~: Spending more money on a problem does not always yield better results. We are often asked to pay for new programs. We rarely see the proof that they work. Measure program effectiveness to ensure responsible city spending. There is no doubt that it can feel like we are endlessly playing whack-a-mole without any prospect of change. So, here are the concrete things I would support and promote:
- We need other communities to step up. I was heartened by Westbrookās recent ordinance changes to allow private entities to provide shelter space. If I am on the Council, I will work on persuading other communities to get more aggressive in sharing the burdens. Homelessness is a problem in Portland, but itās not Portlandās problem alone.
- We need a strategy to get more out of Augusta ā in this case I am thinking about GA. One thing that hit home with me is that many advocates say they ~are~ able to find housing openings, but the vouchers are not sufficient. I am sure that some changes are possible in GA to fix that gap.
- We need to redouble our efforts to find and/or create spaces for addiction-related and mental health services. To me, this is the true core of the āpublic health approachā (and I fully recognize that substance abuse is not confined to the homeless population ā though itās obviously a major contributor). More beds and more treatments of all kinds.
- I am not in favor of permanent āencampments.ā From what I have heard from experts, we can best manage these problems down when people are spread in small numbers and smaller locations ā rather than congregated in one place. Itās better for the people in need of help, itās better for advocates, and itās better for members of the community. A recent Sunday NYTimes contained a deep-dive into an encampment in Ithaca, NY, that had been in existence for about 75 years! To me, that is tantamount to society admitting defeat. We can provide more and better help, and have safe neighborhoods, without the permanent encampments.
- I do believe laws should be enforced. I know this is a difficult issue, but to me our neighborhoods have to be safe for residents ā while at the same time trying to manage down homelessness. This was impressed on me in particular by parents who attended a School Board forum a few months ago and talked about kids of all backgrounds being fearful walking from areas of the peninsula to King Middle School. I fully recognize that homelessness and criminality are not the same thing, and we should not stigmatize one with the other. However, we have to be realistic about what those in our neighborhoods are reporting. Laws need to be followed.
In the short term, we need to manage our response as efficiently as possible. This is more about getting the details right than it is about making grand plans. We must ensure that we have as many resources as possible through grants and state-level advocacy. Those resources must be allocated as effectively as possible based on measurable outcomes. We also need to ensure our public spaces remain safe and pleasant for everyone to enjoy and work with people experiencing homelessness to ensure that our solutions truly address their needs.

Beyond immediate crisis management, we must invest in long-term solutions addressing the root causes of homelessness, including substance abuse, mental health issues, and the lack of affordable housing. This necessitates a coordinated effort involving state and local government, community organizations, and private stakeholders. I will tirelessly advocate for increased state aid, greater collaboration among neighboring communities, and expanded support services for individuals seeking recovery and rehabilitation.
As your councilor, I pledge to be a strong voice for our community and a proactive advocate for those in need. I will work tirelessly to foster partnerships, secure resources, and implement policies that promote compassion, dignity, and opportunity for all Portland residents.
